The Server records a write intent before every forge create it makes for an agent (issue, PR, comment, review) and resolves it by marker, head, or id on retry or sweep, so no created object lacks an owner; PR updates and closes are author-only, except that the Server rebases, pushes, and restamps a same-owner foreign PR in the caller’s line and tells its author.
